...vermöge welcher sie entweder eine Stufe herunter oder hinauf treten. ...through which the dissonance either ascends or descends by step.
This is the first example of many where Bach describes a dissonance as a pitch. Naturally only intervals can be dissonant. Bach is referring to the pitch that is prepared and resolved.
