1. Capitel. Von den Intervallen und den Signaturen Chapter 1. On intervals and their signatures
...vermöge welcher sie entweder eine Stufe herunter oder hinauf treten. ...through which the dissonance either ascends or descends by step.
This is the first example of many where Bach describes a dissonance as a pitch. Naturally only intervals can be dissonant. Bach is referring to the pitch that is prepared and resolved.
