The passage from Quantz to which Bach refers is from Versuch einer Anweisung die Flöte traversiere zu spielen, XII. Hauptstück, §12.
Bey den kurzen Pausen, welche anstatt der Hauptnoten im Niederschlage vorkommen, muß man sich wohl in Acht nehmen, daß man die Noten nach ihnen nicht vor der Zeit anfange. Z.E. wenn von vier Sechzehntheilen das erste zu pausiren ist; so muß man noch halb so lange, als die Pause dem Gesichte nach gilt, warten: weil die folgende Note kürzer seyn muß, als die erste. Eben so verhält es sich mit den Zwey und dreyßigtheilen.	With short rests that occur in place of metrically accented main notes, one must be careful not to begin the notes following the rests too early. For example, in a group of four 16ths, when the first is a rest, one must wait half again as long as the rest’s notated value, because the following note must be shorter than the first. The same holds true for 32nds.
